The Department comprises of Legal and HR Services, Office Administration and Translation Service.

The Department performs its activities in accordance with the legislative and regulatory framework, quality policy and goals, the requirements of the International standards ISO 9001: 2008, the standards of the Republic of Kazakhstan ISO 9001-2008.

Legal Service:

- compliance with the norms of the legislation of the Republic of Kazakhstan;

- advising the management and experts of the Center on legal issues, legal support of the institution's document control;

- compliance with the requirements of constituent and legal documents;

- supervising the administration of the Law of the Republic of Kazakhstan “On public procurement”;

- preparing the reports, assisting in the preparation of documents and acts of property and legal nature.

HR Service:

- participating in the development of the personnel policy and personnel strategy of the institution;

- supervising the recruitment process of the institution with workers and experts of the required professions, specialties and qualifications in accordance with the goals, strategy and profile of the institution;

- organizing timely registration of hiring, transfer and dismissal of employees in accordance with the labor legislation, the acts of the head of the institution,

- personnel assessment, issuing certificates on the present and past labor activities of employees, storage and filling out of labor books and other documents of employees, HR record management, preparing materials for staff rewarding;

- supervising the labor discipline in the institution and compliance with labor regulations, analyzing the reasons for staff turnover, developing measures to reduce staff turnover, loss of working time, and supervising their compliance.

Office Administration:

- performing the introduction of the state office work in the Center;

- record keeping, supervising the passage and execution of documents, accounting and storage, their use in accordance with the Document Management Rules;

- analyzing the control incoming correspondence to exclude from control;

- faxing and getting information over receiving and intercom devices (fax, telefax).
